Well one option is just to farm the items you need from the Harpies in the Painted World, but if you want to do it the normal way at SL86 I'd say you'll probably get summoned at any of the Lord areas, as well as the Kiln, and the DLC areas, Kalameet and Manus in particular, seem to have a number of players summoning from a pretty wide range of SL's.
