First of all, is it worth it on a Dex build or are there better alternatives? Also, the wiki states it's intended as an off-hand weapon but doesn't really state why. Any particular reason for that?

Its intended to be off-handed weapon because its capable of doing combos in the left hand, but I don't think it can parry. The right hand is reserved for the black tracer which has the highest critical stat in the game, and that wouldn't mean much in the left hand.
Is it worth it? In PVP, the common strategy is mash R1 and let bleed/ridiculous phantom damage/the occasional stun lock do the rest. Its basically a longer painted guardian sword. In PVE, anything that can be bled can be wiped out quickly. Compared to a falchion or katana the damage of one hit will be lower on a dex build, but the gold tracer won't be far behind, and is just as fast if not faster.
Its probably the scariest weapon in the dlc.

I was using it on my dex build for awhile, but IMO the katanas outclass it, mainly because of reach and moveset. A +15 falchion with 50 dex was doing a lot more damage and stunlock than it as well. The bleed is great, but for PVP I found myself favoring the buffed falchion, mainly for its stunlock ability.
The good thing is that it is easy to upgrade since you can buy Twinklers, so until you +15 some other weapons it can be your go to dex weapon.
A side note: The moveset is unique and flamboyant, but the fact that the strong attack is actually several strikes chained together actually bothered me. I know this is super nit-pickey, but I felt like I wasn't so much in control anymore. If I am pressing one button and then watching my character perform a complicated set of moves I feel less in tune. Just me though.

It's "intended" to be used in the offhand because it has a special moveset. The Silver Tracer is supposed to be used in conjunction with it, in the main hand. The idea is that you use the Gold Tracer's offhand moveset, and use the Silver Tracer for critical hits (since you can't perform critical hits using your offhand). However, a major flaw of the Gold Tracer's offhand moveset is that it can not parry. So dual-wielding both tracers means you'd be relying only on backstabs for critical hits--and I don't know about you, but there's nothing I love in Dark Souls like parrying!
Also, the Gold Tracer's offhand moveset, though it looks cool, is very impractical. It consists only of multi-hit attacks, which leave you very vulnerable while they're being executed.
Anyways... long story short: I love to use both tracers in my main hand. I just swap to the Silver when I parry, otherwise I use the Gold two handed. And as far as the main-hand Gold tracer is concerned, it's an amazing weapon! If anything, it's a little OP. Like a Painting Guardian Sword (used to be my favorite weapon before the DLC! Now it's the GT) but with faster bleed and more range. You can't buff it, but you won't really mind. It's a ridiculously good weapon.

best way to use teh tracers is to have two sets and equip them so you can dual wield Gold and Dark that way you can parry and reposte with the Darks or do some sick combos with the Gold

You should trust Billy as a very proficient user of the Gold Tracer- It does stunlock as easily as the PGS/falchion and the moveset is better, not to mention the wicked bleed.

It's 'intended as an offhand weapon' because its r1 and r2 attacks are both attacks- it has no parry or block animation (which is a shame).
IMO it's better in mainhand, it's great for stunlocking and bleeding people out. If you 2h it and are able to keep close to the other player, it puts tremendous pressure on them because they have to gauge exactly when to roll.
Not getting the roll off correctly will either result in them getting bled (whether from a lag hit or not), or result in them getting lag-stunlocked as they exit their roll. It's very useful, especially because both are potentially win-deciding results.
