I haven't personally tested sin myself (although I have verified most level restrictions otherwise), but it's believed that invading below co-op range with the Blue Eye Orb requires 1:1 additional sin and I think this is probably true.
In other words, you can invade any level lower and within co-op range upwards, so a level 467 player with the Blue Eye Orb can invade between the levels of 1 - 524. Although to invade further below co-op range (410 for you), the host needs a point of sin for each extra level. Level 400 would require ~10 sin in this case, and level 100 would require 310 sin.
I'm not sure how things are for the Book of the Guilty on XBL, but on the PS3 I think I was rank ~2,200 or so about a month back with 110 sin. So there probably isn't a large player base with hundreds of sin, making it hard to find players in the more common level-ranges.
TLDR - It is often suggested that because you can invade any level lower as a Darkmoon, you can level up as much as I want... but I don't think this is the way to go. Instead, you should stick to a common PvP range or a little bit higher, but not a lot higher. I have a very high success rate of invasions in the DLC areas with a level 70 character. I think 70 - 144 is a good ballpark for being in the Darkmoon covenant.
I've only begun a little testing on the ring, but I think it has the same level restrictions as the Blue Eye Orb.
