Elizabeth is in Oolacile Sanctuary on the left as you enter.

I know, but she wasn't there, just the mushrooms as an item on the floor in her place.

Nope, walked into the area, kindled the flame, started looking around, saw the glowing item and picked it up, thought nothing of it until I came on the wiki and saw that she was supposed to be there.
