That area is inside the boss fog, there's usually a bunch of signs right outside the doorway.

just summon people by artorias' door and lead them down there, as long as you've had gough shoot down kalameet you can summon in the royal wood even with arty dead.

I've had the same problem actually.
Since defeating Art, I've not been able to see a single sign above; not near him or below near Kal's fog. Maybe there's just not enough people at our SL's I guess *shrug*

To be honest, I've seen a real drop in signs lately. First few days there were a lot, but I finally got around to going after Manus yesterday with my high level (160) toon, and waited over 30 minutes for one to appear. I also wanted to go through that boss with a level 70 character, and had a similar wait. Found it kind of odd.

Yeah it is kinder odd but, I found out the problem now. I needed Hawkeye gough to shoot down the black dragon but for me to do that, I had to get killed by the black dragon and then talk to Gough.
After that, I saw a lot of summoning signs and am only sl 96.
