It's a bad idea to go beyond SL100 on the PC. That's considered the "max" level, and even that's a little bit too high.

At higher SL Just stay in township spam dried fingers, Darkwraiths will pop up If not, then Gravelord sign's will appear if you are on NG+, Or Visit the Forest

Regular PVP around SL 120 is still quite Populated (Kiln, PW) .
Also you can just use your 120 Build in the Arena, i do it and many other too so you should get some good Matches anyway
