So I decided to work on my PvP parries, which is pretty hard. My question is, what shield would be the best?

I thought they were all the same when it came to parrying.. Hmm.. I'm guessing a light shield?
When I muck around with my mate, I sometimes parry him with my bare hands, and punch him in the kidneys.

Heater shield. IMO, heater shields and rapiers are the best parryers. The parrying knife has too long of a cooldown for my tastes.

Target Shield IMHO, but only for parrying centric build. If you are going to be doing other things as well, I would suggest a Crest or Dragon Crest Shield as the parrying timing is adequate.

By the way, best place I have found to practice parry/riposte is the first three guys in Painted World.

Shivas Iron Shield is a heavy shield that actually parries so you could use that as well.

Well the biggest problems with small shields are ofcourse parrying the big weapons I guess, if you want the protection of a heavy shield but still be able to parry then Shivas Iron Shield is the only option.
They all parry equally well, the difference is that the smaller shield allow for a longer riposte window after the parry has occured. Atleast thats the info I got, if I am wrong please correct me...

Some shields like the heater shield have a faster recovery time, though.

Heather shield has a fast parry and has the same window as any medium shield but not like parrying dagger or target's shield parry window
fully upgraded it gets to around 60-70 stability if i remember correctly
