at 65 I'd try Anor Londo. While we apparently have no cap for invading lower levels I find that we're always matched against very similar SL's. And Anor Londo would be a good place to try if you haven't already attempted there.

The first thing you are doing wrong, my friend, is playing as a Darkmoon.
Secondly, 30ish minutes is at the short end of the effective time spend in an area.
The way the servers work, from my understanding, is that once you log in you begin to match up with ~20 other people and the longer you spend in that area without reloading the more complex the interactions with each other may become.
example, if a you are trying to summon a friend and don't see his sign, leave the area or reload the game until you see his sign, once you summon him you two are sharing the same server until one or the other breaks the connection.
One of the developers estimated it takes around 20mins for everything to be fully arranged - what with people who were on your initial log-in moving on to other areas or invading or what have you.
So, in short, spend more time in an area.
Learn which areas have the most traffic and more importantly, which area has the most sinners (hint, it's where the darkwraiths are).
It may take longer than usual because Darkmoons have very specific invasion criteria.

Where we prey, a lot of griefers in the Burg but the indictments aren't as common because the genuine lowbies haven't purchased them yet.
Anor Londo is almost a guarantee and the Depths get pretty frequent invasions - which means the guilty are about.
I personally haunt Blight Town for a variety of reasons - if you're itching for a fight, I'll be there and I've got plenty of sin.
