Well, the answer to both these questions is "yes", but it may as well be "no"....to get a counter attack you need to hit someone when they are in the middle of an attack animation or a few frames while their attacks are getting deflected by a shield. This would mean you need to be on melee range of the opponent, and since crossbows and regular bows are almost always used at range...

Bows for range? Pft. Yeah right don't you know you can't hit anything with a bow outside of melee range.

Well, but you have to hit someone mid-swing.... I would think the Leo Ring is more viable for I don't know, the Estoc, or a spear, etc.

I want you people to confirm the following:
Bolts and Arrows do Thrust damage.
if they don't then Leo Ring won't work.
I believe not, but I can't see it for myself now.

I know for a fact that crossbows can proc Leo Ring, but never got around to testing if bows can proc it cause someone once told me that it doesnt so I never bothered

All thrusting type attacks do bonus dmg with Leo (doesn't affect on elemental dmg) and crossbows thrusting dmg. Confirmed and tested by me 
one SURE situation to get easy counter hit is to shoot mages while they cast (easiest being fire tempest) "TAKE THAT 600 DMG AVELYN SHOT TO THE FACE!!!"

Thank you for the info and for tip, I'm going to make a pure crossbow build based on Chester (and also use Avelyn as support besides Sniper Crossbow). +1 to you!
