I did all the game content at with a level 40 character and i have to tell you this guy is a joke. Put on gold hem armor and if you really want the ninja roll ring. Honestly as long as you have a light equipment load this guy is laughably easy. He only has 1 melee (in front) move so when he comes toward you just dodge the 4 hit combo and counter attack. ALL of his other moves involve shooting lightning and flying around just keep on the move and roll the big lightning balls and your fine.....now the double sanctuary gaurdian suck -.-
Oh yes and he is weak to fire. If your weapon isnt good then roll around and greater combustion him when you can
P.S. If you want the tail cut off then wait for him to fly up and lower his head to charge you. After he lands he lowers his tail for a few seconds letting you hit it.

eagle shield for the lighting defence.(and nice poise as far as i remember); i had an upgraded BKS and once you know his moves ,the slow attack speed of the BKS is not a problem.use light armor for fast dodges.once he does that breath attack to stunlock you, roll to the side and run towards him.2h your weapon.i got in 2 shots everytime.(and remember i had BKS ).don't know what to tell you about stamina...depends on your shield and ability to dodge.i had 25 or 30 at the time(and used ring of favor) it's really not that hard. goodluck ! and why bother for the tail?it's a god damn whip

I did it with an un-upgraded cystal halberd and a +5 grass crest at Sl 49. I used pretty basic armour with the wolf ring, 20 end and 21 vit. I buffed the halberd with strong magic weapon. There really is only one attack of his that gave me trouble and that is his ground charge. Everything else he does is very obvious. Magic didn't seem to hurt him much. My +4 butterfly horn only tickled him but I did only have 21 INT.

oh..and avoid the water when he's far from you. lightning and water don't mix well. there are portions of solid ground around...stick to them and if you're melee..well..just don't let him go too far.

The standard minimum would be 45 (like just after you beat Anor Londo). The medium would be 50-57. 60 and above it's starts being too easy unless you're doing something wrong.
This applies for the whole DLC.

Sorry to say this again because I had mentioned it in another topic, but I will post it again, since it's so counterintuitive:
An easier way is to tank his wind attack (with your shield lowered it does no stamina damage and no hp damage, it only staggers) and then roll to the side when you see him lower his head (every time you are close and you get hit by the wind attack, he charges you). This charge is easy to dodge and he stops with his tail lowered closer to you than when he does the flying charge.
I just finished killing him on my new character and I always succeed in cutting the tail with this strategy.
