    Probably the first(as far as I know) dual Ricard's Rapier build. I've been messing with a modified version (for console) in the forest and it is amazingly effective.
    Note: The build I'm posting uses PTDE content... You've been warned.

    whay the 20 str and 11 att? i like it, i have an sl 99 int/dex with only 10 end that dueal wields velka's rapiers and its kicking *** so far.

    Rule 1 of dual wielding. Aim for diversity.

    Spoiler:

    It may be wiser to use another weapon that swipes in the off-hand, to keep your sides protected. After all, if you rely on Ricard's in both hands, you'll be just far to linear with all your attacks. As well as being a slave to lock-on fighting.

    I did put a Gold Tracer in the off hand if there's a BS fisher about.

    You don't get the special moveset though, unless you have it's counterpart in the main-hand, correct?
