You cant use it while you arent part of the cov. If you rejoin you can use it again straight away, no need to offer more souveneirs.

^This. Also: the miracle gets stronger depending on your covenant level. So if you were DM+3 and you're DM+1 when you re-join, you'll be able to use it, but it won't be as strong as it was before, so you'll need to offer more souvenirs to make it as strong as it was.
