It was an old SEGA game, one of those included in the typical "SEGA GAMES FOR PC!" compilation packs.
It used an over-the-top view, as if it were a strategy game. You had a bunch of soldiers with different kind of attacks, and you could rescue more on the field, but losing any of them was permanent.
Each soldier had a simple name. "Wolf", for example. Some had guns, other had swords, crossbows, boomerangs, etc.
It was weird and hard. But I remember it fondly.
