I cutted it just fine with a +5 chaos claymore (10 humanities) he is really weak to fire and the claymore can cut pretty quickly, but well, i was on NG

I like the Halberd, I would say use a weapon you are comfortable with, but its much easier with another person.

Since I've taken to using Black Knight weapons when doing PvE, I would suggest one of them. They've worked fairly well for me when trying to cut Seath's tail.

Pyro flame is really good. It takes 3 or 4 GC to cut the tail of and it can be cast really fast.

Fire Katana or Fire Iaito are great because they are fast and boy do you need to be fast. Also Cursebite Ring and Paladin Armour are well handy if you want to live.

Any of the black knight weapons or use a katana. Those normally worked best for me but you'll have to play it smart with the BK weapons. 1-2 hits then run to avoid the tail attacks.
